Michael,

As always I can only thank you for being there when we need your help, think here we have very little choice but to go along with what you and Ian have come forward with, interesting the camera, last week I had called for this.

My only concern is Michael, it being a week plus before we know what action is to be taken at this particular junction, meantime the fear of another traffic accident, one really hopes not, as residents will very understandable continue to call us / email as to what action we as councillors taking. Meantime both Anne and myself will do our best to let as many residents know of the action being taken, I know if I called for this extraordinary council, that would take seven working day which would then lead us into the week when the report from the road safety audit commission is with you.

Seems we have little choice, personally we would have like meantime for the removal of the Mine Roundabout markings.

ANNE DID REQUEST THAT WE NEED A TWO REPEATER SIGNS ON THE APPROACH TO SANDRINGHAM GARDENS AND AS ONE REACHES SHILLINGSTONE DRIVE, if this can be done today this might help as no repeater signs are anywhere on this section to be seem, only in the rural section of the lane.

Dear Anne and Ron,

As you know I have today returned back after a 4 day holiday arriving home just after 9.00am

After attending a Cabinet Meeting this morning I sat down with Ian Kalra and Steve Hoyle and discussed the Shillingstone, Sandringham and Muscliffe traffic situation past, present and future.

The following decisions were made;

1. A Road Safety Audit is being commissioned TODAY by two independent qualified Safety Auditors. (We are requesting that this be carried out NEXT WEEK and that their report will be in our hands by the following week.)

2. A camera will be installed to photo the junction in question and the results will of course be made available to both the Auditors and to our Traffic department.

3. On receipt of the Auditors report we will SPEEDILY arrange a meeting between; Ward Councillors, Traffic Officers and Myself as Portfolio Holder

4. There will be a completely clean sheet of paper when we start this meeting as we ALL want nothing else than the best for the towns residents.

Ron your point about contractors penalties is well made and I support this entirely. I have some proposals to put to you at the meeting as to how this will be used.

I do hope that you both accept these actions as needed urgently and will support my actions and in the meantime I have suggested to the Officers that the correspondence is held in abeyance pending our meeting.

David thank you for your email, hopefully the cabinet member will instruct officers now due to the traffic accident which cause one of the vehicles as we are told to overturn at the mini roundabout which caused confusion with a car coming out of Sandringham Gardens, thankfully no one was injured as such but it could have resulted in a fatality, we have Epiphany primary within yards of the junction, we are NOW CALLING for the cabinet member to instruct his officer today to take action to remove the mini roundabout, otherwise we have no alternative but to obtain five signature motion for this extraordinary special council.

Dear Councillor Whittaker,

Thank you for your email regarding a motion to the Council meeting on 23 April 2013 on the Shillingstone Drive 20mph zone.

As you aware, the agenda for the Council meeting on 23 April 2013 has now been published. The deadline for the submission of motions under Council Procedure Rule 69 was 7.00 p.m. on Monday 15 April 2013. Therefore, I regret that it is not possible for your motion to be placed before this Council meeting.

With regard to the procedure for requesting a special or extraordinary meeting of the full Council, such a meeting may be called by any 5 Members of the Council if they have signed a request presented to the Mayor and the Mayor has refused to call a meeting or has failed to call a meeting within 7 days of the presentation of the request.

Having looked at the long exchange of emails below, it does seem to me that it should not be necessary for you to pursue the calling of a special Council meeting to deal with this issue. As with other issues that arise at Ward level, I would have expected that your concerns regarding this mini roundabout would be considered by the appropriate Cabinet Member, Councillor Michael Filer, and the highway officers with a view to reaching a satisfactory solution.

David, Not sure if we are to late for an additional motion to Council. Next Tuesday 23rd, but due to the overturned vehicle at the mini roundabout on Muscliffe Lane Junction with Sandringham Gardens we wish to move the following motion, my seconder is Cllr Anne Rey.

David if too late then we will arrange for the calling of a special Council.

"That this Council instructs officer to arrange forthwith the immediate removal of the mini white marking roundabout that is part of the traffic calming scheme at the junction with Sandringham Gardens due to previous representation made concerning its safety and now within a day a traffic accident that has resulted in an overturned vehicle"

We request this urgent removal before one seems a tragic accident.

Dear Ron

Well - as predicted an accident has happened.! Coming home from work today at approximately 7.15pm (still daylight) an accident had occurred at the mini roundabout at the junction of Sandringham Gardens and Muscliffe Lane. In case you did not get a chance to see it I have attached a picture which I took of the car which ended up on its roof. Thank God nobody was seriously hurt this time. The issue is not whether there needs to be illuminated signs - clearly this would not have made a difference today as it was still light. The point is that the roundabout is badly sited. Please confirm whether the roundabout was in the original proposals? In light of today will you now be pressing for the urgent removal of this roundabout? I appreciate you have a meeting on 14th May but fear there could be a fatality before this date. I hope it is not going to take this before someone in the council sees sense!.!

Do very much appreciate your reply and for at least admitting the poor level of service from your contracting team. It has cause much distress to the community when one then sees no contractors on site, sometimes running into days on end.

I'm extremely disappointed at the level of service my local team have delivered on this project. I've just spoken to my local manager and have been assured that all our outstanding work will be complete by the end of tomorrow.

I will be conducting an investigation into the delays on this project and I'll arrange to see John following this to brief him on the lessons we've learnt and to assure him that future projects will be delivered on time.

Please accept my apologises on behalf of SSE Contracting this isn't the service we want to deliver and personally as someone who have been involved with the lighting in Bournemouth for nearly 20 years I'll ensure it's not repeated.

Mr Bell.

I had requested the person I need to email regarding the utter anger that myself and my ward colleague feel to the way Scottish and Southern Energy Contracting Lighting Services has given assurances over completing the works to finally install all illuminated roundabout signs by yesterday [Wednesday], the whole contract with which includes SSE has taken some ten weeks which was planned for five weeks.

As you can see from my comments below to our officers, we received assurances to all SSE work was assured for Monday-Wednesday, that SSE would be on site yesterday to complete outstanding works, this particular mini white marking roundabout is close to Epiphany Primary School, Muscliffe Lane/Shillingstone Drive.

The roundabout has cause very understandable much correspondence, with my request for it to be removed due to little attention being given to motorist to reduce speed when they cross the white markings, yes the authority has placed "give way signs" and our local police and community officer have where possible been on site.

Having given the officers some hard times over the contract, I fully appreciate that this DELAY IS NO FAULT OF OFFICERS IN THE COUNCIL, but yes failure of SSE in not keeping to the assured timetable for this week. Now told that SSE will be on site Friday, the school went back this week, with hundreds of parents/children in the area, I find it somewhat frustrating that we are having to send endless emails to see this part of the electrical work of your contract completed.

John Satchwell will I know be speaking with whoever in your section this morning, I have also requested that the authority look into damages to the delay in completing the works.

I trust my comments will receive very serious consideration and I will expect if NOT today your contractors on site by tomorrow please.

Steve,

Cllr Michael is meeting with Ian on Thursday morning on a number of issues both Anne and myself have raised due to ongoing problems. Steve you don't refer to the colour surface dressing on both the pedestrian crossing points. Plus my request for a sign to indicate a crossing point for motorists. Secondly you mention all bollards to be installed, trust these will be the three on the build-out where trees are planted.

We have requested that the small mini white roundabout at Sandringham Gardens be removed, as watching and the number of residents raising the concern that this is an accident waiting to happen spot. By standing there I concur, Anne and myself have requested that we return to the red hatching here which proved valuable, also the sight notices on the columns still show the former proposals and not the mini roundabout or pillars.

Reference to line markings, will these be the 20 mile zone for the section of the rural part of lane as agreed with John in the top section of the village.

Finally mention of electrical illuminated signs, with our request to remove the mini roundabout at Sandringham gardens no need then for this to be carried out, as we will still have two build out which act for traffic calming.

Dear Councillors Whittaker and Rey

I am emailing you to update you on the progress of the works at Shillingstone Drive and Muscliffe Lane. Myself and Marie have spoken with the Contractors and have been informed by them of the following.

  • All non illuminated signs will be installed by the end of the week
  • All sign posts will be installed by the end of the week
  • All bollards will be installed by the end of the week
  • The lining on Muscliffe Lane is being installed today/tomorrow
  • The gully cover and frame will be installed by Thursday afternoon
  • The site compound will be removed by the end of the week
  • The verges that have been damaged during the works will be topsoiled and re-graded. Grass seed will be laid in a few weeks when the weather improves

The only outstanding works will be the electrical works and the installation of the illuminated signs.

Please be assured that we are all working very hard to ensure the works are completed as soon as possible. Should you have any questions about the works please do not hesitate to contact me.

Shillingstone Drive 20mph Zone

Dear Councillors Whittaker and Rey

Following the site meeting with the Contractor, Councillor Whittaker, Marie and me this morning, as requested I write to confirm the following.

  • 1) The Contractor has confirmed that the area of carriageway surfacing on Shillingstone Drive (outside of the school) will be completed tomorrow.
  • 2) The trees will be installed in the buildouts on Muscliffe Lane tomorrow.
  • 3) The mini roundabout marking at Wishart Gardens was being corrected whilst we were on site this morning.
  • 4) The section of yellow lining on Muscliffe Lane by the buildouts will be blacked out today. Installation of the yellow lining advertised in association with this site has been stopped until the decision notice has been signed and call in has been cleared.
  • 5) Temporary give way signs will be installed at each arm of both mini roundabouts, 6 in total; until SSE are able to install the appropriate illuminated signs.
  • 6) The sign posts left to install, will be in place by Thursday afternoon.
  • 7) All verges will be repaired at the Contractors cost.
  • 8) The Contractor has confirmed that the brick pillars for the 20mph zone signs will be installed the weekend after Easter.
  • 9) The installation of the illuminated signs and bollards will not be complete by Thursday but will be shortly after Easter. I have not been informed of a date for these works yet.

There is only a small amount of work left, and the Contractor now has 6 men on site to ensure that the works are complete by Thursday afternoon. The items that will be left to complete after Thursday will be the brick pillars and SSE works as shown in items 8 and 9 above.

As you are aware from my previous email and our conversation today, we like you are not at all happy with aspects of the management of the work on site, or with the provision of road work and temporary signs. This has been taken up with the Contractor.

I am sorry for the additional time it is taking for the works to be completed. We will keep you informed of the progress this week. Should you have any questions about this matter please do not hesitate to contact me.

You would now have seen my further reply to you, your email does not make any reference to issues outside the school these works have been going on for some three weeks. Why is it taking so long? As I have said been on site today and no one is working, both Anne and myself have had a number of representations which we have forwarded on to officers. Just had Ian on the Phone explaining the situation which does not answer why the scheme is taking so long to complete, it is not all down to the weather. I trust all those residents that have emailed will be getting a full explanation.

Sorry to say both Cllr Anne are far from impressed that as the ward members we are NOT receiving the proper communications from officers at the town hall, this makes our job pretty impossible to say the least.

Dear Councillors Rey and Whittaker

I am emailing to update you on the works at Shillingstone Drive and Muscliffe Lane. Firstly I am sorry for the extra time it is taking to complete the works and I, like you and the residents find it frustrating as I know this does cause disruption. Please be assured that we are doing all we can to get these works completed as soon as possible.

I have had confirmation from the Contractor that all works will be completed by Easter (the end of next Thursday) except for the installation of the illuminated signs/bollards and brick pillars at the entrance to the zone on Muscliffe Lane.

I have been to site again today and have spoken with the Contractors about the works and the state in which they have left Shillingstone Drive and Muscliffe Lane. They have assured me that any unnecessary barriers, cones etc will be removed and that all necessary works signing will be in place until the works are completed. Any damage to the verges caused by their plant will be repaired and put back to the standard that it was before the works commenced, which will be done at their cost.
