General Question to the Cabinet Member for Resources

"Further to my detailed question at the Council meeting on the 7th June 2011 regarding the outline plans approved in October 2010 for the ice arena and associated leisure facilities, now that the date of 29th November 2011 has passed for pre-qualification questionnaires to be submitted by interested applicants for interest shown into carrying out the development for ice skating, can the Cabinet Member give any indication as to interest shown and likely date for any prospective tenders?

Remembering it was in 2006, that the Council supported then a motion by myself seconded by Chris Mayne "for urgent consideration be given to securing the establishment of permanent ice skating facilities in the Borough". Six years on will that dream this year become a reality for so many thousands of ice skating fans?"

Reply by the Portfolio Holder for Resources, Cllr John Beesley:

During the marketing of this leisure opportunity some 22 pre-qualification questionnaires were requested and sent out. Following the appraisal of the applications received, 3 applicants have been invited to submit tenders. I can confirm that application packs were sent out last week.

We are required under EU regulations to give them a minimum of 40 days to tender. Given the size of the project the tender return date will be Wednesday, 14th March 2012.

As I indicated in my detailed response to Council on 7 June 2011, the leisure development market is currently severely depressed across the UK. It will be the private sector that will decide whether now is the right time to proceed and so I am sure that we all hope that there will be a positive response to the tendering exercise.
